Soul Thief, Soul Core of Tacati on hit doesn't work

I don't appear to be getting any mana leech from soul thief - tried on quarterstaff strike and whirling assault.

"Main hand Mana Leech from Physical Attacks 5%" does show up on the skill detail page.

Similarly the 15% poison on hit from Soul Core of Tacati doesn't work either.
