Missing 2 Passive Points

From my understanding, the campaign should reward a total of 24 passive points, resulting also in a total of 24 Weapon Set Points to spend.

However, my character only has 22. I have gone through every act and in every act I can see that every +2 skill point objective (2 per act) is cleared, aka greyed out.
I suspect that the bugged quest which did not actually give my character +2 skill points, is the Final Letter Quest aka "Tradition's Toll" in Act 2 Cruel. I can distinctly remember delivering the Letter to a NPC when I did this quest in Normal difficulty, because it required talking to an NPC and selecting a special dialog option. I do NOT remember ever doing this in Act 2 cruel, however the quest shows up as completed both in the quest log and greyed out on the map. I highly suspect that I never actually completed this quest in Act 2 cruel, which is why I am missing it's +2 skill points.

I managed to figure out what I was missing: The Icon for Kabal, the Constrictor Queen was greyed out, however I had never done it. This was the quest I was missing.

Didnt work for me, have tried most quest, still missing two weapon points, pretty frustrating.

Ive tried to kill the constrictor and a few other bosses but cant seem to find where my last 2 are still...

In my case was the "Final Letter" in Deshar, Act2. I had to go 1 by 1 all quests, even if they showed as done on the map.

Same issue. I simply can't find it without going through every single quest again. Not doing it. Please /passives!!!!
