Cant use weapon skill points after spending regular skill point

I leveled up and completed a quest which rewarded 2 weapon skill points. I used my regular skill point, and now my 2 weapon skill points are unusable. I did level up again, choose weapon skill point, and it let me spend one of them, but also used up my regular skill point. I refunded the weapon skill point, and it gave me my regular skill point back, but I am still unable to spend the 2 weapon skill points I have, for either weapon.

You need to have unspent points available. Then select the arrow by weapon set 1 and allocate points for that set, then select weapon set 2 and allocate points for that set. You won't lose points when allocating for the second set.
