[por2] oil grenade unable to ignite

If enemy is already standing on a patch of burning oil, they become impossible to ignite with oil grenade despite oil grenade itself will properly burn. This is most commonly seen when trying to add more oil grenades to existing burning enemy only to see them stop burning instead and require me to wait out all the fire to extinguish to be able to ignite them with oil again.
