Persistent Buffs cannot be bound to the Skill Bar in POE2. You, instead, need to toggle in on from the Skill Gem panel by right-clicking on the skill icon.

This buff isn't working or showing up on my screen either. I've allocated 30 spirit to it and it's taking up one of my skill spots. Nothing I do will make it appear as a buff above my skill bar and it doesn't work.

It does not show up on ur skill bar and you have to activate sth in ur settings that auras appear on the top left side when active.
