Act 2 - Character has no quests after relogin

Character - Rageyaga
I killed the boss in Vastiri Outskirts in Act 2 and returned to base.
I talked with NPCs and was supposed to go to the caravan city.

After that I was disconnected from the server, and after relogin I had no quests.



I also can't enter the caravan city, game shows an error: "Failed to join any instances".


When I tried to check any quests, I noticed that The Hooded One had a quest mark on the map in Act 1. It looked like my quests were reverted to moving to Act 2 (even though it wasn't shown in quest window).


I tried to talk to The Hooded One and watched the "cinematic" again and moved to Act 2, but I still have no quests. My character is basically dead now (soft locked).
