Arcanist's Etchers/Staff Quality Does Nothing

The quality increases but no stats get touched. If you look at the tooltip for "Quality" you'll notice wands, staffs and scepters aren't even mentioned. Is quality simply not introduced yet for magic users?

Kinda sucks we can't use runes or even quality improvements yet.

Quality on Sceptres, Staves, and Wands applies to the skill they grant instead of the item itself. Though it's currently bugged and doesn't reflect visually on the Gem tooltip, only in the advanced breakdown.
