Suggestion - Transmute reroll magic item with 1 mod

Since alterations orbs are not in the game, and the desire seems to be for players to craft gear during the campaign. I think an easy solution could be to allow Transmutes to either upgrade a normal item into a magic with 1 mod, or if the item is already magic reroll it with 1 mod.
