Gateway in act 3 sends always sends you back to act 1

After clearing act 3 the gateway in Ziggurat Encampment always sends you back to the introduction level in act 1 even if you want to back "in time" you have to clear the introduction level before being able to.

How far into the intro level? I get to the town after the boss but still can't access Act 3 Ziggurat with the NPCs. I've done it 3 times now.
