POE 2 gemling legionnaire cant level up gems even though i have enough attributes

gemling with adaptive capability allocated and 180 str cant upgrade flammability to level 14. for some reason takes intelligence into consideration. It just makes a new gem which means u lose sockets/links added to the gem with jewellers orb.

bumping this, only way to upgrade ur 4 slot minion gems is to wear an all intellect set, or trade gem to a witch/sorc to upgrade for you and trade back.
