Discipline skill from weapon can't be enabled (POE 2)

When you aquire Discipline from a weapon, in my case a sceptre. and you have the requirements to use it (10str, 20int, level 10 + enough spirit), there is no way to enable it.

I can't right click it like SRS in the skill UI, and its not an option when wanting to add it to the hotbar.

Aura effects also enabled in UI for the screenshot (its not there as I can't turn it on).

I'm also experiencing this problem

I'm also having this same problem, I was also having the problem with skeletons not summoning from the scepter as well
