Mercenary Weapon Swap Bugged - Load Fragmentation Rounds unusable

Scenario 1:
Mercenary level 48 / Cruel 1
Galvanic Shards & Herald of Thunder set to weapon set 1
Load Fragmentation Rounds & Shard Scavenger set to weapon set 2

Steps to Reproduce:
- Use Load Fragmentation Rounds (Weapon Set 2 auto swapped)
- Use Galvanic Shards (Weapon Set 1 auto swapped)
- Use Load Fragmentation Rounds (unable to, see below)


Issue(s):
When attempting to use both skills back and forth (to utilize weapon swap), Load Fragmentation Rounds is unusable if set only to Weapon Set 2 and it will not allow you to use the skill at all with this setup. Meaning, I cannot currently use the skill AT ALL once they swap once (unless Load Fragmentation Rounds is set to Set 1 & 2).

Notes:
- Manually swapping you still cannot use Load Fragmentation Rounds (Skill is hard locked forever)
