Killing Palm, Culling, and Life Drain have a bit of an odd relationship. If you are able to kill a mob from above the culling threshold, you still generate a power charge, but it doesn't count as a culling strike because you killed them with the skill above the life threshold. This in turn means that you don't trigger Life Drain. The description does specifically state, "culling enemies if their life is low enough." and "each enemy killed by this strike grants a Power Charge.", so it's not necessarily a bug, but it does feel a bit wrong.
