Why are SUPPORT GEMS only dropping level1?

Once I figured out you have to level your gems by picking up the leveled gems and then using those to level your gems up I now am stuck at another hurdle of support gems.. they only drop as level1.. is that the max level for supports now?

I'm in act 2 and most of my skills are level 5. I haven't had that problem.

Support gems effectively have no levels. They are only gated so that you don't get as many options early.

JUST DROPPED LEVEL 2 in Act3!

Im getting them frequently in act 3. I didn't think they existed at first but now they are clogging up my stash.
