POE2 - Earthquake skill doesn't spawn aftershock(inconsistency)

Hi, I just wanna report the Earthquake skill. Sometimes the aftershock doesn't spawn. I tried removing the gems and switching gems and it's still not working. But after a while, it started working again without me doing anything.
