Controller: Cant put shield on L1

Steps to reproduce:

Equip a shield.
Bind skill to L1.
Picture in slot doesnt change.
Go in game the shield action doesnt activate.

Alternatively add skill through skill bind menu.
Same result

Update on this. After removing the skill Earthquake that was on R2. The block skill suddenly showed up on L1 and is usable.

It seems like my game was somehow in a glitched state that disallowed setting a skill on L1. Not sure how it occured.
