[Path of Exile 2] A Theft of Ivory Quest Item Bug

When doing this quest, killing Iktab (The magic user in case I got their name wrong) first before killing Ekbab (The steed) caused the item to not drop.

I have encountered this twice in a row. When switching to kill Ekbab before Iktab, the item immediately drops.
