[POE2] Can't refreeze enemys after Trigger Freeze Cold Snap

So I have a wierd interaction that if the trigger Freeze instantly defreezes and damages enemys they enter a state where you can't refreeze them again the debuff doesn't appear anymore. So far it only counts for cold snap. and it only appears when coldsnap instantly triggers with trigger freeze and removes the freeze debuff.
