Renly's tools quest not active if you don't go back to the enclave when Finn tells you to.

After Finn saw the big ritual totem and tells you to go back and check on the enclave, I just kept going all the way to the manor, picking up quest items along the way. When I got to the village, there were no quest tools in Renly's workshop and if I talk to him, he doesn't have a quest for me. The quests still shows on the world map, though.

I can confirm that the quest for Renly's tools in act 1 (Finding the Forge) does not appear if you continue through the zones without talking to him. The quest is greyed out on the map and cannot be unlocked or completed.

I can also now confirm that the quest is not even offered in Cruel and is not visible on the map. I don't know if this is due to the original bug or related to something else.

I went thru the game and got the tools, but I messed up my build and ended up nuking my character and starting again. The bench was still unlocked and he had no quest. Seems intended to only do the quest once.

any fixes for this same issue?

Same here, i can't do the quest with my reroll act1 normal, i speed and when was in the village no symbol and renly dont give the quest

Edit quest done with the first character to unlock bench, so with reroll its normal if we dont have it :)
