Glaciation support gem not working?

The Glaciation support gem appears to be broken. I tried placing it into both Frozen Locus and Wave of Frost, and it did not affect the Freeze Buildup Modifier for either skill as expected from the tooltip description. I have no idea whether it is actually doing anything in combat, but it definitely isn't updating the numbers in the expanded skill display.

I have experienced the same issue, the details in the skill gem are not updated when placing the Glaciation support.
