"Failed to apply item: The operation could not be completed."

Had to leave the encampment and then was able to apply it to the magic item.

Returned to the encampment and was able to apply exalted orbs to the now rare item.

I just had the same issue. Leaving Clearfell and going back worked for me as well (thanks for the tip, OP!)

My full order of operations before trying to use the Regal Orb was this:

- Log in to character #1
- Quit to character select to switch to char #2
- Move a handful of different crafting currency (including that 1x Regal) from char #2's inventory to stash
- Switch back to char #1
- Buy a STR body armor from Finn
- Try to apply Regal Orb to that body armor -> "Could not be completed" error message

Same issue with a Scroll of Wisdom just now. Traveled from Cemetary to Clearfell via waypoint, went to Una to open her trade window and got "Could not complete" error on pressing X button (xbox controller, on PC) to identify items.
