Can't buy Early Access using Money Network card or Paypal

I purchased something before hand so I know it works, I have plenty of funds in my account. But when I tried to purchase on Steam, or on the website both times it was declined.

Proceeded to call customer service for Money Network and they said there was no issues from their end, but recommended I do not try again to avoid having my card
locked from too many declines.
