Eternal Youth does not let your life recharge? A bug?

Eternal Youth only allowed my life flask to apply to ES but life is not recharging

Also, in the character sheets, there is no information on life recharge

I encounter this issue too, have tested any find out: if the character is idle (not attacking), the recharge kicks in as expected. But as long as your character is attacking (ie. Tempest Flurry), the recharge won't ever begin, even if you attack in place with no monster.
Anyone can confirm this ? I could have swore this node works properly at early access launch. In game: Evelasong

What, my life recharge allows me to use both life recharge and ES recharge at the same time, as it states. hover ALT. although I used that smth desire unique.
