Scattershot just make some ammunitiones worse

for "shotgun" types of ammunition like fragmented rounds and permafrost bolts scattershot just add 2 more fragments (while still give all penalties for damage and cast speed) and for other ammunition like armour piercing it adds 2 more projectiles per every shooted bolt - which is good and metigate penalties from this support gem. definitly some balancing changes needed here.
