Cant salvage quality on charms

IDK if this is intended or not, but the anvil doesn't let me salvage my charm with +8% quality.

It also seems to not allow you to salvage flasks with quality, my 10% life flask tells me the item must have quality to salvage

I came across this too just now in game. Probably picked up in Act 1, but noticed it in Act 2. Standard play through. Superior Ruby charm.

Flasks and Charms. No luck getting a quality item from them. Does it even exist on the currency tab? I do not see a slot there. Might have been an oversight.
