stutter and absurdly high ms

Greetings,
Playing with AMD 6900XT and i7 12700k. While standing, I'm getting 10 ms, but when I started moving, I got a min of 200 ms or even 3k. TRIED SO MANY things. GPU updated, latest Microsoft Visual C++ downloaded, restarted, game files checked, tried every option inside the game, tried AMD software options; this is not an internet connection error if I am correct. It's like a CPU or GPU spike, stutter thingy.

Also saw this thread on here: https://www.pathofexile.com/forum/view-thread/3361252 Maybe it's the same thing but in POE2. I really want to play, but it is impossible. Every time I take a step, it gives me 200 or more ms. Please help me. :/

Yup, i been playing but ive had a couple close calls with seizures.
