Cannot Activate passive spirit ability despite having enough spirit

I am trying to activate both raging spirits and mana remnants on my sorceress. I have 63 total spirit 33 from a necklace and 30 from the boss in act 1. They both cost 30 to reserve so i should have enough to activate both but when i activate one the other is X'ed out and says i do not have enough spirit even though it still says reservation is 30 and i have 33/63 spirit left.

did you add any support gem which add extra spirit cost to the skill?

I'm having the same issue. Base Spirit of 60 without gear. Cannot use buff that requires 60 spirit. No other modifiers or spirit reserved.

EDIT: just tested by adding a scepter with 100 more spirit. have 160/160 free - can't enable buff. Have all prerequisites.
