Game Client resets language to system locale after update

Steps to reproduce:

0. Set Windows 11 language to Traditional Chinese (Taiwan)
1. Launch POE2 game client
2. On Login page, set language to English
3. Exit game to Windows desktop
4. Wait for an update
5. Launch game
6. BUG reproduced, the game starts in Traditional Chiense

Note that at this time, the Login page language setting has "English" selected, but the interface shows Traditional Chinese UI strings.

7. Immediately quit game without doing anything
8. Launch game again
9. Game now starts in English properly

This has happened with every update since the start of early-access. So after every update, we must launch the game, immediately quit the game, then launch the game again to go back to the English UI.
