POE2 - Weapon set skill point passives cannot be allocated after quest in act 1

2 weapon set skill point passives cannot be allocated.

Background:
- Completed weapon skill set point quest in act 1.
- Right clicked quest item, was rewarded 2 weapon skill set passives.
- Assigned 2 weapon skill set passives for weapon set 1 (as expected)
- Completed another weaspon skill set point quest in act 1.
- Right clicked quest item, was rewarded 2 weapon skill set passives.

Current situation:
- Cannot assign additional 2 weapon skill set passives (unexpected).
- When trying to click on node to assign, nothing happens, it cannot be selected.
- Skill tree shows as having 4 total available and 2 unassigned.
- Can assign up to 2 weapons set passives in each set, but no more.

I have tried unassigning the first 2 passives with gold (works), and reassigning the first 2 passives (works), for both weapon sets (works). Have tried multiple locations on the tree to assign the points, ones that show as lightly highlighted lines on the tree (none work).

I don't think the issue I experienced occured following a refund. I tried adding the points soon after using the quest items for 2 more weapon set passives and just wasn't able to assign them.

You... know you need a real passive point first to allocate, right?... It's clear you have 0 available on the screenshot

to me this still wont work or it is an awfully implemented asset. it made me give up on the node on mercenary with hunter ascension, kind lame and useless
