Plague Bearer no activate

I just acquired Plague Bearer, but I can't activate it. However, it consumes 30 spirit and I have 30. Bug or did I not understand something there?

Not very active around here. I must be the only one who played this spell. So for the solution, you go to the skill gems menu, you press the little arrow next to the spell, then you check the weapon sets at the bottom of the window that just opened. GL Exile

I am using lightning arrow and plague bearer will not proc. I also switched to the poison arrow skill and I can not build up any plague. I've checked multiple times that both weapon sets are checked to active and that the buff is on

Ok so found the fix for console specifically ps5. You navigate to bind menu (have to get there from a different skill) when you’re about to bind something else, Cancel that bind with circle , then with the bind menu up press square which brings up a grid of abilities. Navigate to plague nova and bind that. Yikes!
