Allow us to see gemcutting menu without access to uncut skill gem

Want to be able to see what other gems I can use occasionally when I don't have a uncut skill gem and as far as I can tell there is no access to this screen without one.

I don't mean the Skills menu (G), I am talking specifically about the large list of skills you see when engraving a skill gem.
