how do you view debuffs/enemy info while paused?

I don't mean escape menu, I mean the thing the devs talked about a few times where you can pasue and hover over an enemy's tooltips to learn more. The escape menu pauses, but doesn't allow this behavior; is there a seperate pause button?

also, is there no "help" menu in the game yet?
