Staggering Palm cannot be supported by melee support gems

Even though Staggering Palm is a melee strike skill, it cannot be supported by certain melee gems as if it is a projectile skill. For example, rage support cannot be placed on it even though it is a melee attack skill even though similar conditional projectile skills like Falling Thunder can be supported with rage support just fine.
