GPU Utilization on AMD.

GPU utilization is all over the place, 99% one second then in the middle of a decent fight, it drops all the way to 41%, CPU is chilling at 20-30% the entire time. Especially in town, it drops pretty consistently UNLESS I open the menu and move the mouse curser around, then it goes up to 90% and is smooth. I've tried DX 11/12 and Vulkan to no avail. Also am reporting it to AMD driver team too. 3440x1440 Resolution.
