If i already redeemed a +1 key will a supporter pack give me a giftable key?

Like the title says, if my friend already gave me a key from his 160 dollar supporter pack, and i redeemed it on this account(thanks homie!) and i buy a supporter pack, will i get a key i can gift to someone else(budget willing lol)? I checked on steam and it specifically said i would not, but i have asked around here and been told i would.

Does it make a difference if i buy through this website or steam? I can't manage to find a clear answer. I have read the faq's and searched a bit. Thanks to anyone who responds in advance.

I have some related questions:

1) If I'm understanding this correctly, purchasing a supporter pack once gets me an Early Access beta (no key will be shown to me on my account page, my account is simply flagged for access). Is that correct?

2) If I purchase the exact same supporter pack again I get an extra key, and this key is shown to me on my account page, and I can give that key away to a friend. Is that correct?

3) If I am able to give that key to a friend, does that friend have the option of upgrading the package associated with that key? Or must I, as the original purchaser, pay to upgrade that package to a higher tier for them?

4) If that friend is able to upgrade their gifted key to a higher tier package, do they (as normal) only pay the difference between the two packages (i.e. they pay only $30 to move from the $30 Early Access Supporter Pack to the $60 Lord of Ogham Supporter pack)?
