how do people get a 2nd key for EA?

So as the title states i am wondering how people get a 2nd and third key to give to friends is it a higher ammount you have to have used in PoE? or random selection or streamers who get extra

So just so i understand correctly its only from the new packs you purchase you get a additional key not for people who spent over 960$ ?
