Life flask mod won't allow you to drink it on full life
" "Recover an additional 39% of Flask's Life Recovery Amount over 10 seconds if used while not on Full Life" now prevents you from drinking flask while you are on full life, even if you have pathfinder's master surgeon ascendancy passive. Flask can be used on full life only when flask mastery "Recover 4% when you use a flask" is allocated.

Master Surgeon does not allow you to use life flasks on full life. For this to work, the flask must do something that is separate to healing you and not tied to the duration of the healing. Some "remove something" suffixes, masteries (remove ailment, recover life), master alchemist ascendancy.
