Ground Slam of Earthshaking with Resolute Technique is missing enemies

As per title, I am convinced Ground Slam of Earthshaking is missing enemies while having Resolute Technique allocated and no monster block modifiers in the zone. I've ran multiple maps to test various monster types and I've experienced the same thing regardless of type. I have clearly seen monsters covered in the near screenwide AoE of the slam and health/ES bars do not move, even the tiny slivers of ES most monster have naturally without map mods stay untouched.

This began today but I've seen people reporting similar things with Lacerate from several days ago.

Either the AoE is misleading, there are hidden block modifiers everywhere since yesterday or it is bugged.
