Svalinn + Divine Retribution Won't Trigger

The Svalinn Girded Tower Shield doesn't trigger the (socketed) Divine Retribution skill on block.

Notably, this happens even if you block multiple times, once to trigger the retaliation skill activatable state, and a second time while the retaliation skill is active.

Your profile characters are hidden and the wording is unclear to me.. you're trying to socket Divine Retribution into Svalinn? If so, it has the line on the skill saying it can't be triggered.

You have to press the skill to use it after blocking. And be sure to avoid map mods that reduce block chance.
