Boss health bars display invulnerability incorrectly

The new boss health bars at the top of UI very often lie about vulnerability. Some bosses can be attacked while shown as invulnerable, others can't be attacked while shown as vulnerable.

Occurs in many settings, but very noticable for the following fithgs

Catarina can be attacked while shown as invulnerable.

For shaper in elder realm, its all over the place. To my memory, it only displayed correctly during portal add phase.
