Admiral's Arrogance gloves are bugged (does NOT apply global meleel gem skill levels)

Admiral's Arrogance gloves have a mod that applies +n global level to all melee skill gems.. and it doesn't appear to be doing that.

To reproduce:

- Socket a melee skill gem anywhere
- Put on gloves with a similar attack speed roll to the gloves (or dont, this is just to make sure attack speed isn't being weird)
- Put on thje Admiral's gloves and the skill bar as well as gem details tooltip for the melee skill(s) won't change, this also doesn't seem to have an effect on actual damage but since we can't see damage numbers... here we are.


Note: When wearing other items that increase the global skill level of specific skill gems, this will show up when hovering over the skill gem (it tells you the gem's local level and the modified level).

Seems this was fixed live or isn't a problem anymore.. +n Levels from Global Modifiers appears to show up now

Edit: This is actually still broken. It's weird to trigger.. like it only updates the state of the character sheet, damage, and gem info if you have the gloves on or off during a zone change.. otherwise it does nothing. See the details the person after this message wrote as they explain the cases better.

I can reproduce this as follows:

1. Have a melee gem equipped
2. Equip the cloves after the gem
3. You don't see the +3 in the gem description or the damage increase in stat sheet

this resets when you change area or re-equip the gloves.

but here's the interesting part. the +3 and the damage (at least in stat sheet) remains after you remove the gloves. so it seems you can get the +3 with any gloves by swapping, unless this is only stat sheet bug
