Kirac - "Complete Red Tier Maps to unlock more of these missions"

I have been playing for several years now and I have never had this issue. The red missions always eventually showed up, but they are not now.

In my list of Kirac Missions I see 7 white, 8 yellow, and 0 red missions available. I have 106/115 atlas points. All white, yellow, and red maps are completed (I'm missing unique maps).

Is there a way to unlock the red map options? Using Scouting Reports does not produce any red map options either.

When you complete a map you have a chance of receiving a Kirac mission of the same color of the map. These chances can be improved with Atlas passives. It is not guaranteed that you will receive one.

I'm almost fully specialized into Kirac. Is that just bad luck?
