Skill point missing

Happened to me in act 2 after I killed oak, levelled up and rushed straight back to town for the 2 skill points. When I received the 2 skill points the 1 unallocated point I got from levelling was replaced instead of adding to it. I did not screenshot this as I wasn't sure at the time. After completing all skill point quests and checking twice with POB I can see that 1 point is indeed missing.

If you choose Eramir for the bandits quest you get 1 skill point. The quest Through Sacred Ground now gives a skill point where it previously didn't
