[intended?] warden scorch not working with three dragons + pure cold dmg

If I wear Three Dragons helm (your cold damage can ignite but not freeze/chill) with warden's "Oath of Summer" (ignites are scorches) node allocated and attack with a 100% cold skill (in my case Frost Blades of Katabasis) and a 40% chance to inflict ignite, I never get any scorches. The only ailment I see ever applied to the monsters is chill from the chilled ground of the skill.

However if I stick a Cold to Fire support in my links to do approximately 50/50 cold/fire damage with Frost Blades instead, I then see both scorches (cold dmg) AND shocks (fire dmg) applied to the monsters as expected from Three Dragons.

So I dunno why the combo just doesn't work when I am only doing cold damage.

alright alright TECHNICALLY the scorch description does specify "based on the fire damage of the hit" so i can't argue that. it would be a lot more intuitive if it was coded as "based on the damage that caused the scorch", and i don't know if this is an oversight or intentional, but i see now why it is currently behaving as it is. thanks for the very unsatisfying but technically correct answer. i guess ill delete the character ;)


EDIT: wait... so does that mean if i do at least 1 cold damage and the rest fire, ill still get a ignite/scorch proc thanks to three dragons, but then it will be a BIG scorch cuz it's still based on the fire damage, and ill also get decent shocks too? hmmm maybe this is salvageable (too bad im trying to make it in ruthless lol). this feels borderline unintended and exploitable BTW but it's probably ok cuz it will still suck
