Vengeful Cry unuseable

I use vengeful cry and crushing fist. I have most retaliation nodes on the tree. My vengeful cry is linked to urgent orders, more duration, and corrupting cry.

Sometimes vengeful cry will proc, it will show the disappearing orange circle indicating I have limited time to use the skill, it will not have the disappearing cooldown indicator, but the skill will not be usable. I will be standing still with zero enemies on my screen, vengeful cry is indicating on my skill bar that it is usable, but I will button mash it and nothing will happen and then the skill will black out and become totally unusable because the proc expired.
