Cancellation grace period for Kingsmarch Ships

So, I'm an idiot and somehow keep accidently sending ships before I've added all the materials I want.

Don't ask me how, I just keep doing it and it's annoying.

I'd love for a 30 seconds window to be added where I can cancel a shipment without penalty, even shorter if needed.

Allows for idiots like me to make mistakes, and should really impact anything else.
