Potent Pantheon claims I have fully upgraded my Major pantheon, but not my minor pantheon, when in fact, my minor pantheon is upgraded, and my major pantheon is only 1 step upgraded.

The opposite thing happened to me, so it is probably a labeling issue.

I've completed both minor and major but didn't get credit for the major or Challenge. :(
