Crafting Synthesized Bone Ring

Hey!

Let's say I would like to purchase Bone Ring with particular implicit mod. Let's assume I would like to reroll all affixes by using chaos orb, harvest or fossil crafting. Does the base influence affix rolls in such case? Is it true that with particular base, like Bone Ring, I have a higher chance of rolling minion affixes or is it completely random?
