Johan manage town and V menu on league mechanic

The option to manage town dont appear on johan, the icon in top of the abilities dont show and the key interaction dont work either. Occurs in the town and the hideout.

Another players can use my npc to manage town, looks like is account side bug not npc.

I tried creating a ssf character, it works in ssf, but when i migrate to trade league still bugged.

I also tried creating another character in trade league, but still bug.

I suspect it happens in the first interaction of the npc in act 1, if you press invite to hideout, you invite the npc pre-quest, without the ability to manage town, instead of doing their quests in the city, that invite automatically a different copy of the npc with the ability unlocked.

Had the same bug in Standard, successfully fixed with migration of a new character from SSF, as mentioned in previous comment. (check comments here)
