Disenchanting Rog Bugged in Kingsmarch

Rog, in Kingsmarch, doesn't offer a quest to set up disenchanting.
I have no quest in quest log. Rog only offers to sell items in exchange for currency. Rog is standing next to what appears to be the foundation of an unbuilt shop. How do I setup disenchanting? If there is a quest line, where do I find the starting NPC? Last bumped on Jul 29, 2024, 6:42:12 PM
